Summary: | 碩士 === 淡江大學 === 中國大陸研究所碩士班 === 93 === China launched to set up Bonded Zones in the end of 1990 and has built fifteen Bounded Zones, which have great impact on its connection with international market, introduction of foreign capital as well as technique, and improvement of international trade and economic globalization. The economic power and importance of these Bounded Zones has been growing in recent years.
Based on the development process and present situation of some main Free Trade Zones in the world and those of the Bounded Zones in China, this paper will discuss the objectives model of transforming the Bonded Zones in China into Free Trade Zones,
Meanwhile, Taiwan also endeavors to transform its Offshore Shipping Centers, which have the same advantage of “Inside the country, Outside of customs” as the Bounded Zones in China, into Free Trade Port Zones.
This paper will focus on how China and Taiwan, under the frame of WTO, take advantage of “Inside the country, Outside of customs” to create mutual benefit, and will analyse how they avoid the disputes on politics, breaking the deadlock by jointly establishing the Cross-Strait Free Trade Agreement.
According to the motives and objectives mentioned above, the aim of this paper includes:
1.Review the academic concept systems and definitions of Free Trade Zone from relevant literature and theory. Besides, study the present situations and the trends of main Free Trade Zones in the world to find out the effects of Free Trade Zones on the world economy and on the economic development of China.
2.The concept of Bounded Zones in China is derived from Free Trade Zones; these Bounded Zones are special economic zones characterized by the Chinese socialism. From this background, the present paper considers special policies and preferential treatments in Bounded Zones and the different development types and functions of these Bounded zones. The issues that the problems and difficulties encountered in the development of Bounded Zones and how these problems arise will also be covered.
3.By considering the strength and weakness of the Bounded Zones in China as well as the problems encountered in development and by referring to the development experience of other main Free Trade Zones in the world, this paper will constructs an objective model of transforming the Bounded Zones in China into Free Trade Zones and will positions their functions as well. Taking “Shanghai waigaoqiao Free Trade Zone” as example, this paper will also interpret the effect of the after-transformed large Free trade Zones on the economies of China and neighborhood area.
4.Analyse the model and possibility that China and Taiwan, by connecting the Free Trade Port Zones of Taiwan with the post-transformed Bounded Zones in China, jointly build Cross Strait Free Trade Agreement under the frame of WTO.
