Due to pay for a large amount of premium, before the expiry date, the policyholders usually want to change new parts or new paint even it did not damage, otherwise they feel suffer loss and let insurance company take advantage to them. Also the car dealer will coordinates the policyholders to do the fake loss in order to increase revenue. Sometimes even the insurance companies knew the truth but in order to retain the business of the car dealers, the insurance companies suffer a high loss ratio. If the insurance companies refuse to pay then their premium will drop accordingly. How to be in a win-win situation for policyholders, car dealer, and insurance companies is the main goal for this research. The data of this research is simple random sampling from the car policyholders, auto insurance sales, and insurance companies claimers for northern part of Taiwan (not including Miao-Li) in order to get different point of view. There are 1500 surveys sent out for policyholders and valid respondents is 613, return ratio 40.9%; 500 surveys sent out for insurance company’s sales and valid respondents is 262, return ratio 52.4%; 200 surveys sent out for insurance company’s claimers and valid respondents is 140, return ratio 70%; 100 surveys sent out for auto shop dealers and valid respondents is 33, return ratio 33%. Based on the three different point of view for the automobile physical damage policy insurance, we could analysis and found: (1) From insurance company sales point of view, the car dealer brokers are most powerful group and policyholders are next, the insurance companies has no power at all (2) From policyholders point of view, the insurance companies are more powerful group than car dealer brokers, but have equal responsibility for the automobile physical damage policy insurance market. Moreover, 13.6% of policyholders also believe they have responsibility to help the automobile physical damage policy insurance market. (3) From the insurance company claimers point of view, the policyholders are most powerful group; car dealer brokers and insurance company sales are same powerful, the insurance companies has no power at all
