During recent years, the public sectors start to develop e-Learning courses to replace some of the traditional courses which were held in the classroom. When designing the course, the contractor only gets content and cooperates with SME, but lack of the result of needs analysis. The result of needs analysis can influence the way and the tool when designing the courses. Therefore, the study wants to design a needs analysis manual to assist the public sectors analyzing some elements when developing e-Learning course. From literature and interviewing with people who take charge of the e-Learning course, the study investigates the model of developing e-Learning course and the items that should be considered in the analysis phase. According to their advices, the researcher revises the beta charts. To match up an example, the study produces a manual which consists of introduction, five charts and an example. The introduction in the manual includes “definitions”, “process of analysis”, “the goals of each phase”, and “a comparison table between analysis chart and target person”. “Front-end analysis”, “learner analysis”, “task analysis”, “technology and media analysis”, and “budget analysis” are the main parts of this manual. And the manual also provides the objective, needed information, comparison between task and target person, output information and conclusion in each chart. The content of this manual integrates the needs of most public sectors. Therefore, the items of each chart can be modified according to the characters of each public sector. In the future, we hope that the manual can be spread to more other public sectors which are also developing e-Learning course. In this way, we can expect that the courses developing from public sector will be better.
