It is a integrity and long-term task that the calamity defends the work of rescuing, government is it is it work to improve to devoted to constantly in recent years, but because providing disaster relief management of resource lack vertical and horizontal merger, make resources providing disaster relief born in all sorts of questions of dredging, lacked benefit and not complete enough etc. in using, the act of rescue, rushing to repair promptly and take place from the calamity, until the society recovers, there are a lot of activities providing disaster relief to go on at the same time in each period, so how to coordinate the relevant resources of every unit providing disaster relief, it is to calamity been it defend by focal point not to rescue system the managements. In addition providing disaster relief resource at ordinary times reorganize and outfit homework, should grasp person who combine, in time with in ground, mobility, spontaneity, service, and six principles, such as information, etc., it is more complete and then make resources reorganize and outfit the work.
Because the emergence of the calamity is closely linked with geographical environment, people''s condition, and the large area of Taipei is the national capital of Taiwan, it is the most intensive with the development degree and density of population of the market forever among them, so when more extensive calamity happens unfortunately, except will be outside the significance very much to the whole social influence, losses to people''s life and property will also be relatively serious. So this research decreases the state with the city simulation calamity forever to Taipei, and then probe into its resource present situations providing disaster relief reorganized and outfitted at present and improve proposing, probe into the project and include personnel resources, supplies resource, medical resources, equipment resource, and space resources, etc., are in the hope of making the local government can transfer various kinds of resources providing disaster relief fast while taking place in calamity, and then reduce the calamity impact and damage brought.
