On the other hand, "Ecological engineering" is the main approach to Sustainable Development Management . Over the past years, the disaster took place everywhere according to the strictly change of ecological environment. It induces the concept of " Hazard Mitigation Engineering". This study tries to use the concept of " Taguchi Methods " which classifies quality into two kinds to establish the model including three viewpoints of the "Railway, Ecology and Hazard mitigation ". Next, for the purposes of "Ecology demand", "Environment stability", "Hazard mitigation" correspond to the development and and utilization of engineering project, the study applies the forementioned method and strategy to the design and life cycle of engineering, to establish the principle of "The Ecological Hazard mitigation of Railway engineering ".
