Runoff depends only on the urban drainage system. That increases the quantity of flood peak and runoff in urban downstream areas. This research adopts a new concept for precipitation management in urban areas, by delay of runoff flow time and by improvement of quantity of soil infiltration. The goals of this research would be quantifying the infiltration of precipitation and constructing a decision-supporting model in urban building lots. This research takes an example of an elementary school as the existing building lots in urban areas. In the first phase, this research contained empirical measurement of Soil Hydraulic Conductivity(performed as k), contours analysis of topography, percentage of impervious(IMP)and sewer systems in comparison to the rainfall data collected from the official department. In the second phase, the majority infiltration auxiliary facilities efficiency and calculate the promotion of the infiltration efficiency would be measured. The conclusions of his research show: First, infiltration rate is below 1% in campus, the existing infiltration efficiency is bad. Second, there should be a environmental factor database to control the urban water quality. Third, in the urban area, we should set up index of infiltration quantity.
