With global liberalization of trade, products always need to conform to environmental, sanitary, safety, quality or related requirements before they are placed on the market for sale or accepted by buyers. As the results of third party certification provide independent assessment, the bearing of product certification marks usually have favorable influence on the sale and acceptance of products. Such third party product certification marks usually cover the compliance of manufacturers’ quality management system with ISO 9001:2000 or the equivalent CNS 12681:2000. The presentation of third party product certification marks may also help shorten the time for customs clearance and may also serve the basis for mutual recognition negotiations between countries. The CNS Mark, developed by the Bureau of Standards, Metrology and Inspection under the Ministry of Economic Affairs, has more than 600 registered manufacturers and was selected as the subject of this research. Delphi method was used to determine content of the questionnaire. Statistical methods were employed to analyze each item of the questionnaire as well as the validity and credibility of the results in order to verify the accuracy and integrity of the research. Where the factor analysis is feasible, four factors were selected, i.e. “Application Incentives,” “Propagation and Promotion,” “Mutual Recognition,” and “Product Items.” It was found that “CNS Mark products designated as the government procurement specifications” and “Adoption of type testing as the inspection procedure” were the most important two items. Voluntary product certification will play an important role in global trade. In view of the integration of product certification systems in most countries, the product certification system in Taiwan needs to keep pace with the international development. The result of this research will be provided to related regulatory authorities as references to be broke through the CNS mark promotion predicament factors.
