According to the “Act of Prevention and Treatment for the Drugs” revised form “Act of Drug Eliminate”, “The measures of Treatment and Evaluation on Drug Abstinence” was issued by the government in 2004. The Treatment Program of drug Abstinence for the drug-involved offenders was executed in the Drug Abstinence and Treatment Center. The purpose of the policy is to raise the performance of the drug Abstinence.
In the study, we discuss on the revised “The procedure of Drug Abstinence Program of the Drug Abstention and Treatment Center”, and evaluation of performance of the Drug Abstinence Program. We expect to show the result and the condition of the Drug Abstinence Program, and the suggestion of strength and weakness from this study for government and associated institutions is given.
The outcome of our study revealed that after six months of treatment with the drug Abstention Program at the Taiwan Tainan Drug Abstention and Treatment Center, the treatment group(drug-involved offenders) was better than the control group(adjudicated drug criminals) on the pre-/post- reported changes on the questionnaire of each dimension in the program. The dimensions of the questionnaire are bellows: Counseling/Guidance, Career consulting, the Concept of Drug Addiction, Health Education, Humanistic/Culture Education, Law/Justice Education, Living and Adaptation, Work and Recreation, Physical Education, Religion Education, Professional Treatment. It is proved that the Drug Abstention Program is functional and effective to the drug-involved offenders. They reported acquire the associated knowledge from the program and become different since treatment.
The limitation of this study was including the biases or errors of the measurement, responses affected by understanding of subjects to the questionnaire instructions. Besides, the variables between the treatment and control group, such as drug use history, offending frequencies and so on may confound or affect the outcome indirectly.
The suggestions in this study as below: the continuously maintain, revise and design of the Drug Abstinence Program is needed. With the procedure suggested, it could be gathered more information about what and how much the subjects perceived and make effect on improvement of the measurement and the associated research for the program.
