It also could increase the implementation of policy satisfaction and advance the administrative effectiveness. The Land Administration is to carry out the land acquisition by “Agricultural Community Land Consolidation” for improving the agricultural environment, due to the right and obligation of landowners that to compare the advantages and the disadvantages, the resolution against to the government if they forced to administer the policy, the unsatisfactory might be grew up between the public.
Is there any factor stronger than unsatisfying emotion to participate positively? To focus on the thinking of the public participation and the policy improving process to realize the antis must be respect and protect their rights. 1st, the Public Policy must compare the opinions and cohere with the necessity to earn the permission. 2nd, the public which can find a connection with the government system to participate and protect their own welfare. 3rd, to refer to the “Legislative Hearing" to change the opinions with the public. They are useful factors to Public Policy and to fulfill the purpose of public participation.
