Political atmospheres are around us everywhere, such as enlarged candidates pictures hung on the streets via multiple names, political talk shows are popularized on TV, politic titles printed on newspaper and magazines, and broadcasting stations be utilized to disorder the mass political judgments. Therefore, the relationship between people can easily be in opposition because of politicians’ agitation; and the quarrels therefore are unavoidably exist. Unfortunately, these conditions get worse when the polls held. In order to increase the chances of showing themselves to the public candidates cause our entire surroundings, mode of living and spirits of laws damaged seriously. Instead of picking the good and select the capable for public posts, people have to endure those excessive advertisements, such as noises, propaganda sheets, signboards, and banners seen everywhere. But the Building Administration Office and the Department of environmental Protection would rather not to offend those candidates. And the local authorities use communalistic laws to relax restrictions, so that the illegally political propaganda activities in the Laws of Election & Degradation can be regarded as right ones. Although there are some non-governmental groups making efforts on changing the conditions by inviting political parties and candidates to sign the Letter of Consent, they still cannot work effectively. Consequently, the civilians just can stand the damaged social surroundings speechlessly. However, those candidates always waste a great deal of social resources and money, and they also produce a lot of garbage during the propaganda periods totally violate the statutes which were published within the Laws of Election & Degradation in 1971. There are 92.2% people in a questionnaire are unsatisfied with the damaged surroundings which are spoiled by propaganda activities. Kaohsiung city Government already promulgated the Statutes of Maintaining a Sound Election Environment in Kaohsiung City to improve the existing conditions. It is so contradictory because the statutes are too tolerant and indistinct that the election conditions are still unimproved. Contrarily, the unexpected election propaganda activities become worse and worse. Therefore, from the questionnaire, these communalistic statutes are not acceptable by the common people; they are just good for a few candidates who are interested in politics, but harmful to most of citizens. Hence, the City Government has to amend the communalistic statutes immediately, and design a better propaganda formula to be approved by the citizens and also be accepted by those candidates simultaneously in order to achieve the goals of justice and publicity. It is really an important issue that our living surroundings will not be changed by any poll at all and we have to devote ourselves to minimize the interference to our people as possible as we can. 蘇志徹 2005 學位論文 ; thesis 160 zh-TW
