And to promote the development of cultural society and the economy of industry. Under executing of the national program, digital archives are great quantity produced. So that the value added and the application of digital archives are getting more and more important. The digital archives program needs long-term to execute. Now the financial assistance of the digitizing programs is government, but when the execution period expired, it will no longer be supported, thus the work will hard to continue. In view of this, the government has promoting some program about transaction of digital archives. To expect to get some incomes for the implementing institutions. Historical newspapers are highly valuable and researchable to our country. However, because they are continuous published, it takes more time and human resources to digitize these news data oppositely. In the sustainable operating viewpoint, if we want to the digital archives of historical news that can be continuously produced, and effectively manage and use these digital assets. There we have to plan an business platform for historical newspapers digital archives, besides to provide the service of browsing and retrieve, in one hand, the institutions of programs can also take advantage of platform’s business mechanisms for getting some incomes to keep the execution of programs; in the other hand, the platform can promote the cooperation between each institutions.
