Baihe’s agricultural sector developed from the Ming through the Japanese-Occupation Period, after which the town’s growth was based on activity. In the 1980s, the government encouraged rice farmers to stiff to lotus cultivation, Increasing the area of lotus fields in the area. In 1995, Baihe held the first “Lotus Festival”, attracting thousands of tourists. Since then, Baihe has been known as “Taiwan’s Lotus Village”. Baihe has held the “Lotus Festival” for ten years. It is now the centerpiece of the local tourism industry in Taiwan. This industrial culture policy vitalize, the agricultural foundation that makes local agriculture fields the most leisure and tourist spots. The “Lotus Festival” help promote Baihe’s lotus industry and tourism development. Although the government has tied the arts and cultural activities and industry together to push local industry to its zenith , During this process some serious environmental conflicts such as traffic jam, messy streets, air and sound pollution and illegal street venders have thus arisen. In 2002, the Baihe Reservoir was emptied to facilitate dredging and insect damages. This hurt Baihe’s once thriving lotus industry, paring the way for the production which eventually turned this industry of once-abundant production of Lotus. Instead, the “Mataian lotus festival” in Hualien and “Guanyin Lotus Festival” in Taoyuan to replace Baihe’s lotus festival. Since then. The development of Baihe’s lotus tourism industry has faced many challenges. This study focuses on the transformation of traditional industries amidst social change. It addresses such questions as what kind of assistance the government, private and media sectors can provide, and what kind of problems and impacts the transformation of the lotus industry will have on local development. The study looks specifically at such issues in regards to the impact of festivals on traditional industry development in Baihe since 1970s. Its hopes to provide expertise and a reference for sustainable management policies that might help the transformation of the tourism industry. The conclusion of this, study is that the lotus industry in Baihe has transformed tourism development. In the process of this transformation, with the help from government agencies, local societies and media, and through establishing policies, economic assistance, local community participation, the story of Baihe promote the tourism of local industries. The tourist industry of local development was bring revenues, create more job opportunities. Above all, with the constructions of hostels, restaurants and home stays , it will not only change the landscape of the lotus villages, brings the great impact ,but also onto the local social culture and environment.
