Just because of this, everything strides forward rapidly by 10 speed, because technology innovation and the customer's demand network communication products are weeding out the old and bringing forth the new constantly. Face stressing the fast, era innovating like this, producing the products which accord with the tendency of the day and customer's demand fast, intelligence of the person who tests network communications industry. It is to supply the chain to manage to produce the most important link of course of the products; the supplier's choice is to supply an important ring in the management of the chain. The information explosion now and stressing the satisfactory era of efficiency and customer, enterprise's policy-making is in the complicated decision environment, how the customer's demand should consider and how to make the objective and correct judgment within short time then elect the best supplier, become and purchase an important task of personnel's. Evaluating it in the supplier's course, human language purpose has fuzzy characteristic (Zadeh, 1965), Such as “good” and “bad” two pieces of language purpose, each one evaluates that personnel are inconsistent to “good standards”', as to too, easy to lead to the fact the disparity graded. Unless it evaluate supplier criterion , most it propose by criterion of evaluating of 23 pieces Dickson (1966 ) not early, among them by “Quality”, “Deliver”, “performance in the past”, for being getting more important most. Shigeru Mizuno(1972) and gets the Quality Function Deployment of and launches the concept wildly, it launches the function characteristic of the products according to customer's demand, make the products press close to the customer even more. Zadeh (1965) puts forward and count the characteristic of the human language with fuzzy purpose fuzzily and change into clear number value by solving the fuzzy method through the fuzzy theory, solve the problem that the purpose of the language is fuzzy. So this research launches developing a set of suppliers who accords with the communication industry of the network and evaluating decision and supporting models with the Fuzzy Quality Function Deployment, include in the customer's demand and narrow and evaluate that personnel are in the disparity on of grading with the fuzzy theory, the person who lets network communications industry evaluates a suitable supplier promptly and efficiently through this model.
