Therefore, they have quite an anticipation to the innovation of effectiveness management system in the governmental departments. However, if we want to found an effective government, we must change the current effectiveness management system first. The balanced score card system is a very suitable one for a non-profit-making organization. Yet, the evaluation and examination of the indicator of effectiveness is another important issue. It needs a system to be implemented in the daily life, so that the measurement of the balanced score card system can be made easier. The knowledge management system happens to be useful in the estimation of the effective indicator of the balanced score card. With this, the function of effectiveness examination can be fully practiced and people will have a better impression on the governmental offices. This study arranges some related documents and it contains some detailed interviews. Here, a governmental office is taken as an example to derive a better set of knowledge management system. First, the employees are interviewed on the system requirement. Then, a model of knowledge management system is designed and developed. After the experiment for a whole month, a questionnaire is processed to know the effect and satisfaction of the users. Last, we have an analysis on the interview for the goodness of future amendments. This set of knowledge management system takes the balanced score card as its core, and has the orientation of working process. The daily performance records of the employees are involved in the information system, to be the main drive of knowledge accumulation. And, with the assistance of project goal management system, document management system, information searching system,, and communicative/interactive platform, a rough shape of knowledge management system for governmental offices is built in an annulus manner. The overall effectiveness of an organization is thus promoted by the implementation of knowledge management system. Here, we try to examine the feasibility of the knowledge management system, which h is deduced from a real case. The result of the this experiment shows that there is a close relationship between the effectiveness of the knowledge management system and the balanced score card system. We particularly find that the correlation between the structure face of learning and growing and the structure face of inside process is the strongest. It is evident that the above-mentioned structure faces are the best cutting-in points. Besides, the extent of satisfaction from the users of the system also affects the effectiveness of knowledge management system and the balanced score card. Therefore, a system must meet the satisfaction of the users when it is under designing, so that a better effect can be achieved. In the end, for different departments, there exist different effects of usage and different extent of satisfaction. So, for the purpose of obtaining a better effect, the differences in various jobs must be taken into consideration when it comes to the designing and operating of a system.
