Government-owned radio stations became gradually marginal. Original task function, which has moved towards declining gradually, is unable to comply with the changing era. Due to the movement of market competition and media publicness, government-owned radio stations have become a controversial issue. Government also hopes to consolidate governement-owned radio stations into a unified public radio group. The government-owned radio stations must improve itself for survival. Among them the most aggressive one is the Police Radio Station. The uniqueness and acceptance of its services of traffic info and public security are popular with many audiences. Therefore, this case study is focused on the Police Radio Station through the interview of depth, the analysis of secondary data and the participant observation to understand its improvement tactics on the orientation of organizational task, structure, technology, personnel and the situations of actual operation as well as the changing effect. After studying this case comprehensively, the following suggestion raised for reference: First, to reinforce the combination of its own tasks and public services so as to reflect the importance of democratic society and pluralistic. Second, to make full use of the integration of resources to improve its competitiveness. Third, to strengthen the cooperative relationship of diverse forms to expand more business opportunities.
