Summary: | 碩士 === 世新大學 === 行政管理學研究所(含博、碩專班) === 93 === Elite is a descriptive concept, which refers to a person who stays in higher position in one society, who is a man of influence, who has authority under the existing system. With the elite theory, this paper aims to comment the person who stays in higher position in Taiwan’s administrative organization, who is a man of influence, so-called administrative elite. By constituting the background to his/her age, seniority at work, level of education, gender, birthplace, or other background data as variables, this study probes into the main transition features from the vertical timeframe, analyzes and investigates the meaning of the transition. This study also lists the backgrounds of different administrative elites horizontally, and delineates a more complete transition fact of such positions. In addition, this study aims to understand the structure of the governmental affairs leadership and the public-elected legislators, in order to realize whether the opportunity structure in the elite system belongs to the elite doctrine or opens to the public. This study also discusses and analyzes the difference and the similarity of the social background among the administrative elite, governmental affairs leadership, and the public-elected legislators, thus to expound the opportunity structure of the road to the power.
Based on the background data, this study simplifies the description of the administrative elite in Taiwan as follows: middle-aged, masterful at administrative experience, male-dominated, Taiwanese, group of high educational background, and mostly with family background as middle class,and KMT members before the party turnover in 2000.
