Summary:碩士 === 政治作戰學校 === 政治研究所 === 93 === The experiences from Kosovo War, Afghan War and U.S.-Iraq War resulted in the formation of new concept “War under Informationalized Conditions.” China presented the concept and wanted it to become the general guidelines for the PLA’s strategies. The concept serves as the guidelines for the directions and the goals in the military construction. China has been strengthening the informationalization of its armed forces from the following four aspects: operational theory, organizational structure, weaponry systems, and training. It can be expected that the PLA combat capability will be improved after their completing the construction. With the construction of “War under Informationalized Conditions,” PLA is adjusting its strategies toward Taiwan. PLA strategic design no longer focuses not on comprehensively destroying Taiwan’s total national strength, but on reducing the property loss and human casualties. Therefore, their tactics are designed to achieve the goal of winning the first and decisive battle through saturated attack, pre-emptive operation, acupuncture warfare, and paralysis warfare, hoping to reach the final goal of winning a quick battle, localizing the war, and preventing the foreign intervention. However, with the immaturity of the informationalization due to limitation of the weaponry, the lack of information security training, the inadequacy of combined armed forces operation capability, and the international intervention from the United States and Japan , the researcher believes that the PLA is not yet ready to win the informationalized war against Taiwan.
