碩士 === 政治作戰學校 === 政治研究所 === 94 === Abstract From the establishment of PRC People’s Liberation Army Air Force in 1949 to the present, a general overview of its political work development has indicated there is no cease of challenges from international and domestic situations. To meet the progression of time and the demand of every PRC leader, political work undertakes a significant mission in different times. As a result, political work is the lifeline of the Air Force, and also a powerful tool for “Party Commands the Gun”. Due to the lack of control in remote areas during the initial period of political construction, implementation of socialistic activities was another mission of the Air Force’s political work. With the special features of the force, it built airports in various regions and made use of aircraft delivery to reinforce the mobility of the troops for political purposes at the time. After the Gulf War, Air Force political work was directed to the incorporation of war trainings to achieve military purposes. “Win with No Doubt, No Essential Change” is the primary goal of the PLA Air Force in face of future wars, and political work is the only guarantee for the realization of such a goal. In addition, corresponding to the features of the force, PLA Air Force first selects test units to promote its political work according to the realistic situations. If the implementation performs well, it will be promoted in the entire force – after being reported to General Political Department and the announcement of execution will be made to the PLA forces nationwide. Thus, the Air Force political work is highly adaptive and pluralistic. Compared with the PLA political work, the Air Force political work has more indexical effect. The PLA Air Force has devoted itself to the study of “Three Warfare” for several years, despite there is still no general consensus so far. Since the promulgation of Provisions on the Political Work of the Chinese People's Liberation Army, the functions of the Air Force political work have been substantialized, and the study of “Three Warfare” has been directed to meet the demands of “Fight, Deploy, Reorganize, and Train”. In 2005, the department in charge of the Air Force political work integrated information technology and psychological warfare, and planned a series of projects for political work during wartime. Noticeably, despite that the Air Force political work is subject to human resources, technology, and lack of equipments, “mechanization and informationization” has become the goal of PLA force establishment. The PRC central government and Central Military Commission will definitely do their best to accomplish the above-mentioned mission by integrating with “Three Warfare” to promote the functioning of political work for wars.
