It is an armed force gradually formed in a long-term revolutionary war, evolving from Worker’s Patrols, Farmer’s Self-Defense Guards, Red Guards, Defense Guards, and the current Militia. Since 1984, the system where militias and reserve service are integrated has been implemented. Militia is not only a component of the national armed force, but also a basic organization of the reserve service. Influenced by the Gulf War, the PRC realized the key to victory in a war has been changed. The conventional idea and strategy of the “People’s War” is no longer adequate for future wars. The quality-based high-tech warfare is the major model for future wars. Thus, the PRC has actively been engaged in the “Revolution in Military Affairs.” The effect of the highly-promoted Revolution in Military Affairs on the PRC’s militia system can be generalized in four aspects—organization construction, military training, equipment construction, and mobilization. Militia is the embodiment of the “People’s War”. To meet the demands of the trend of military revolutions, without having to abandon the idea of the “People’s War”, the major mission and functions of the militia have been changed as a result. This study first investigates the four major points in Revolution in Military Affairs—organize, train, deploy, and utilize; and further analyzes the current situation and performance evaluations. In addition, the militia is primarily divided into 3 professional troops in order to comply with the new military revolution. The practical construction, united drills, and revolution features of the 6 subordinated professional sub-troops will be investigated as well. The revolution in the militia system under Revolution in Military Affairs and the issues in the aspects of organization, education training, armament, and mobilization will be analyzed, so as to estimate the mobilization power, combat abilities, utilization of militia strategies, and future development of the militia. At last, this study also evaluates the current combat abilities, mobilization power, strategy utilization, and practicability of the current militia, and concludes the performance of the militia reforms. The study result can provide a reference for predicting the probable development of the militia under Revolution in Military Affairs, the threat it may pose, and the defense measures we may adopt in the future. 李亞明 2005 學位論文 ; thesis 211 zh-TW |
