We build a complete model for the purposes above and derive from the raw data of the human power application investigation of Budget, Account and Statistics Executive Yuan during 1981 to 2002. Our results are as follows. First, an employer would consider the “human capital factor” and “natural intelligence factor” when he or she decides how much a college graduate should be salaried. The meaning is that the employers consider the collegiate education not only can pick those students who are more intelligent, but also can improve their professional knowledge and skills. Second, for the employers, “natural intelligence factor” is more important than “human capital factor” when a college graduate is salaried. Third, the higher the rate of entering college, the less the “human capital factor” is considered. On the other hand, for the employers, there are more and more colleges and college graduates but they learn less from school. Our results are as follows.
