Summary: | 碩士 === 東吳大學 === 政治學系 === 93 === The term "Democracy assistance" is a new concept, which has gradually developed in a couple of decades. It has combined the ideas of "human rights", "democracy", and "good governance". This form of assistance has involved the US foreign aid policy, which imposes the democratic structures, such as the rule of law, free and fair elections, good governance, and civil society on the recipients. This form of assistance is mainly influenced by the democratic peace theory, which clams that democratic states cannot fight for each other. The concrete representation of this policy is the realization of the strategy of "democratic enlargement".
Firstly, This study will identify the theories and ideas of democratic assistance, and clarify the context of the US foreign policy of democratic assistance. Furthermore, this study will depict the exercise of this policy from respects of institutions, goals, strategies, and implementation. In addition, in the discussion, the case of the Commonwealth of Independent States will be supplemented in order to describe the realization and practice of the democratic assistance policy. Finally, this study will attempt to conclude the elements of implementation of democratic assistance by means of the levels of analysis, which include international system, the states and policy-makers. And further evaluate the efficiency of democracy assistance policy to understand whether this assistance can be really helpful for democratization of the recipients.
