The way what a nation defines its security also affects its policy and actions. And that also affects the thinking of other nations and the reaction. In this thesis, we will start from the terrorist attack on 911, and focus on the influence to the US policy. And because of the change of the recognization of the US security, it also brings the adjustment of its defense policy. In this adjustment, it affects the reaction of other nations, and the stable and direction of international tendency. The US speeds up the focus of homeland security because of the terrorist attack on 911. To assure the safety of its people, it develops the Bush Doctrine, and it emphasizes preemption, unilateralism, strength beyond the challenge, and extending democracy, liberty and security to all regions. Because of this, it creates an uncertain factor in international tendency in the future, however, there is one thing we are sure, which is an important international issue will affect the security policy of a country.
