Since the U.S. dual-use exports to China has become one of the most important issues in U.S. export control system and U.S.-Sino relations, the purpose of this paper is to explain how and why this policy came about, and what the meanings are behind it. By analyzing three variables, president’s strategic view and core policies, the bureaucratic politics, and the efforts of interest groups in Clinton and Bush administrations, we conclude that the U.S. export control policy toward China is highly correlated to presidents’ strategic view and core policies. Even though the bureaucratic politics approach shows that different departments do have different interests and concerns toward export control policy, and that the policy may vary while the decision-making department changes, it does not explain when and why certain department overwhelms the others. Nevertheless, the president’s strategic view approach demonstrates not only that export control policy is effected by the way the president perceives the world, but also how president’s perception affects bureaucratic politics.
