How a society treats the disabled is not decided by any single factor. In fact, it is a cultural product under the complex social interactions between the mode of production and the given value system. It can be recognized that there exist structural discrimination and unequal treatment for the disabled, including their symbolic system, individual and social modes. Therefore, it is needed to consider different political, economic, social and cultural impact to analyze the situation of the disabled. Moreover, the discourses of state center or society center precisely reflect the social construction for the disabled. The disabled should not be categorized into the same group because they face different barriers. They have to overcome these barriers with different ways. According to related literatures, the factors which affect the disabled groups or institutions development can be divided into the institutional and the organizational factors. However, these two factors mainly describe their impact on the disabled groups or institutions, but cannot provide answers to how the disabled groups or institutions are influenced. For this reason, the open system and resource mobilization theories are used to form our theoretical framework to analyze the developments and changes of the disabled. Dr. G. Gushe-Taylor who came from Canada established “the Happy Mount Colony” to take care of the leprous in Taiwan in 1934. An important finding of this study was that when the leprosy had been successfully controlled, the Happy Mount Colony was transformed into disabled children nursing-home which was one of the first social welfare institutions in Taiwan. Observing its management, operation and the construction of disability, we could contrast it with the development of disability social construct in Taiwan. To some extend, the social mode of disability established by the Happy Mount Colony not only represented the social construction of disability in Taiwan, but also reflected the historical context of globalization of disability.
