| Summary: | 碩士 === 東吳大學 === 社會工作學系 === 93 === The Department of Health of Executive Yuan announced “Community Health Building” policy in January 1999 which was followed by WHO’s “Health City” concepts, The policy hoped to combine community resources through the join of neighborhoods, schools, social welfare organizations, syndication, local groups, clinics, the training of local volunteers, community people’s participation and interaction to provide the public various kinds of health information, and let health concepts root in every community in order to achieve the policy’s goal.
Therefore, this research takes “community health building” project in certain community in Taipei for example, trying to use one of the three main social work methods - “community work concept” to explore the motive, recognition, policy enforcement, resources connection and use, difficulties in policy enforcement, future layout and enforcement direction…etc. these five aspects of opinions and standpoints between hospital and community through deep analysis and discussion in specific case. Finally, we provide advices from community work theory. This research adopted specific case research method in materialization research method. We took one specific case for example, and collected most of the information from interviews.
The purposes of the research include:
1. Understand hospital’s motive when it undertakes the “community health building” project, the cause of cooperation between hospital and community, and their acknowledgment to the policy.
2. Understand hospital’s tactics when pushing community health building plan into the community. These include: the access way to community, program plan, and the steps.
3. Understand the conditions of community resources’ connection and use.
4. Understand the troubles and problems when we exercise the “community health building” plan.
5. Provide advises and improvement direction for keeping enforcing community health building plan.
According to the research conclusion, we have the following advises:
1. In Department of Health aspect: The health governor should guide and monitor the enforcing unit thoroughly, develop propellers’ community working abilities, strengthen the cooperation relationship between society and health unit.
2. In Hospital aspect: Hospitals can develop more ways to enter the community, increase diversity in the
project, make sure “community people’s needs” is the leading direction, enhance community resources’ connection and use help the community to develop inter-supporting net to make community independent.
3. In Community aspect: Community organizers should play the roles of assistants and catalysts, bring up planning abilities, connect people who concern the” community health” topic, up participation level, transfer passive to active.
