That is, each organization will reflect the different organizational culture, just as the different of the emphasis on dimension. The unpredictable and usual change of environment will make the every organization hard to keep state. There were several studies reported that the most planned organization change action and the carry out of management tools, if have not the cooperation of organizational culture and manager’s management ability will not successful by predictive of the result of organization change, even though will cause the serious result of failed.
This research adopt Case Study and questionnaire survey to combined with the method of focus interview by the Competing Values Framework and quantitative data analysis and then enhance the objectiveness of case study to inquire into the downsizing period of the FHK College. Whether under the Competing Values Framework have different culture type of the department and try to realize the tendency of the manager’s management skills on the organizational downsizing. What’s the different of the manager’s management skill at every department also under Competing Values Framework of the appropriateness to diagnose the organizational culture of the different department and management skills and when both was discrepant will make the difficult problems.
The research indicate: The different task character of the department has different culture type and the manager also have different management skills in FHK College. The perception of management skills is diversity between managers, staff and superior in the different task department. The first analysis unit of the Case Study is the military operation section that the manager’s management skills should enhance the Clan type management skills of the necessary management conduct; include the Managing Teams, Interpersonal Relationships Management and Personal Development Management. The second analysis unit of Case Study is the Information and Multimedia Center; now the manager’s management skills should enhance the management conduct include the Managing Teams, Interpersonal Relations Management and the Control System Management. In the future should enhance the Market type management skills such as the Energizing employees and Managing Customer Service.
