Ministry of National Defense of ROC has been trying to recruit more professional and high quality soldiers by means of enlistment system; and then to get prepared for the future high-tech and electronic warfare. Each of the divisions from Air force, Navy and Army, respectively, has been chosen to try out the program since 2003. This thesis aims to study whether there are different levels of work values, organizational commitment, job satisfaction, and work performance between conscripts and enlisted soldiers and try to explore the correlations among the four variables mentioned. Research method is questionnaire research. In total of 700 questionnaires were distributed and 515 successful copies returned, that is 73.6 % of return-in rate. The returned questionnaires were analyzed by means of descriptive statistics analysis, correlation analysis, ANOVA, and regression analysis. The results are shown as followings: 1. Conscript soldiers demonstrate higher levels in terms of work values, organizational commitment, job satisfaction, and work performance than enlisted soldiers do. 2. The relationship between work values and work performance is significant. The more soldiers respect their work values, the higher their work performances are. 3. The relationship between work values and organizational commitment is also significant. The more soldiers respect their work values, the more they commit to the organization. 4. Work values would affect job satisfaction. The more soldiers respect their work values, the more they satisfy with their jobs. 5. The relationship between organizational commitment and job satisfaction is significant too. The more soldiers commit to the organization, the more they satisfy with their jobs. 6. The relationship between organizational commitment and work performance is significant. The more soldiers commit to the organization, the higher their work performances are. 7. The relationship between job satisfaction and work performance is also significant. The more soldiers satisfy with their jobs, the higher their work performances are. 8. The degree of soldiers’ organizational commitment and job satisfaction demonstrates certain intermediate effect to work values and work performance, which furthermore explains why work values have influence on their work performance. To sum up, soldiers’ work values have influence on their organizational commitment, job satisfaction, and work performance significantly. The more they respect their work values, the more their organizational commitment, job satisfaction, and work performance are. This research would suggest that enlistment system could be considered as a feasible and cost–effect program to the Ministry of National Defense.
