This research related literatures about the ethical leadership, organizational citizenship behaviors and organizational performance to set up three hypotheses, including: 1. Ethical leadership is related with organizational citizenship behaviors. 2. Organizational citizenship Behaviors is related with organizational performance. 3. Ethical leadership is related with organizational performance. This research selects service and manufacturing industry in order to study samples. This research was using the method of questionnaire and use regression to analyze. The following results are found: In large service enterprises, the manager’s self- discipline was influenced the employee centripetal force. In SMEs of service industry, organizational identification was influenced the organizational performance. In SMEs of manufacturing industry, the manager regarded the on-the-job training was influenced the organizational citizenship behaviors. Because the service industry people are face the customers directly, and the manufacturing industry people work in the factory and produce to their purpose. So the service industry thinks highly ethical leadership more than the manufacturing industry. In addition, SMEs’s business ethical performance more comparison with large-scale enterprises.
