The economic beneficial evaluation found out that the solar heat energy, the solar Photovoltaic and the biomass energy did not have the investment economic benefit at all but only the wind power and the geothermal energy have the investment economic benefit. Under the consideration of reaching 15% in the internal reward rate, the fixed feed-in tariffs of the solar heat energy should be adjusted to$4.75NTD/kW, the price of the solar Photovoltaic should be adjusted to $23NT/kW, the price of the wind power can be adjusted to $1.65NTD/kW, the geothermal could keep the price of $2 NTD/kW, the price of the biomass energy should be moved up to $3.65 NTD/kW. The adjustment of the price made it valuable. According to the computation of the adjusted buying fixed feed-in tariffs, it only needs to raise dials $21,967,575 funds to achieve the anticipated goal of the government plan. After using Lanchester''s Law analysis, the market share of the biomass energy becomes completely monopolization. The synthesis above analysis showed that the government anticipated promotion goal and the counseling plan leave the possibility of the adjustment. The interview results showed that Taiwan lacked the consummation law and the necessary measure. The main problem is that the resources in all circles still need to be conformity. In order to expand the industrial scale and emphasize the promotion to the society, we rely on impels different industry to form an alliance, learn from the experience of the correlation industry and establish the localization technology. The result of the questionnaire indicated that the points of the development in Taiwan are to expand the independent market, to promote the application degree and to coordinate the government frontage reward plan. The methods are to set up the solid factory and to establish the localization technology. In the future the goal of the improvement should be toward the technical output and simplify the procession of the application. The construction impetus appraisal pattern results indicated that the investment from the government must reach 90.3% volumes. in 2020 regenerate the energy is accounted for the total energy supply proportion that is supposed to move up to 14.8%. In each reward, the counseling measure and the application standard both should be referred to the overseas standard. The importation (at least 3) and research (each 37/years) of the technology in the energy should be carried on synchronously to achieve the global average standard.
