Summary: | 碩士 === 國立臺灣科技大學 === 技術及職業教育研究所 === 93 === With rapidly changing social environment, the government has been facing increasing democratic ideology of citizens and high expectations from multiple fields of the society. It is bound to trigger new reformation and challenge. Officials, who perform politic missions and provide services are possessing critical roles. Their qualities and capabilities are the key factors of influencing the services. To strengthen their abilities, the main approach is to make a training plan and take it into action. However, after conducting educational training, the effects are very marginal due to various factors.
The purpose of the research is to explore the related factors which influence the training transfer. Factors under investigation are personal characteristics, training design, and working environment. The research subjects were middle and high-ranking officials in Taiwan. The training content was mainly about management development courses. The questionnaires were distributed in person and by mail. The total questionnaires were 366. Valid return rate was 63.93%. Four statistical methods were applied to analyze the data: t-test, one-way ANOVA, Pearson product- moment correlation, and stepwise multiple regression. The findings from the study are as follows:
The factor of the integrated perception of the trainees is significantly lower than the other variables; significant differences exist in years of service for the training transfer in promoting the managerial competency; personal factors, training design and working environment all represent significant positive correlations with the effects of the training transfer; organizational climate, external incentives and teaching methods significantly predict the understanding of government policies; instructional design, coworker’s supports, external incentives and teaching methods significantly predict the administrative communication and coordination; instructional design, coworker’s supports, internal incentives, teaching methods and organizational climate significantly predict management capabilities; internal incentives, teaching methods, coworker’s supports and instructional design significantly predict internalized cognition.
Finally, suggestions were provided for further researches.
