Within the model base, a service quality measurement model is built according to SERVQUAL after PZB, while a genetic algorithm is applied to assist contractors in optimizing strategy, given limited resources. A housing refurbishment project is selected to demonstrate the proposed system. The results indicate the system can efficiently improve service quality in searching optimal strategy at limited resource through the different area problems are identified.
