To assist contractors in building core competences as well as sustaining competitive advantage, a service quality decision support system (SQDSS) is proposed in this study that consists of a model base module, a database module and a user interface. Within the model base, a service quality measurement model is built according to SERVQUAL after PZB, while a genetic algorithm is applied to assist contractors in optimizing strategy, given limited resources. A housing refurbishment project is selected to demonstrate the proposed system. The results indicate the system can efficiently improve service quality in searching optimal strategy at limited resource through the different area problems are identified. Further refinement for practical application of the system is also presented.
