Therefore, TPC had to purchase the spare parts from abroad in case the parts were broken .The cost of governor replacement is very high and the repair duration is unpredictable, so this is the reason to develop a governor system(include servo hydraulic and electric control system). This study aims to investigate the proper response of the governor in different operation demands for hydro power plant. The response and performance of the governor system are very important during the operation .The function of the governor is to regulate the speed changing rate of the generator by system frequency variation and speed increase rate.At the same time the automation of power station is established, so that the operation is safer and more efficient. This thesis first described the principles and demands of the governor , then studied the theory and structure of digital governor system. The final purpose is to develop a flexible digital governor system and apply to different hydro power stations. The theory of the new controller is based on the control model “HYGOV” provided by the PTI. The HYGOV model is widely applied to governor for water turbine in the world for many years. According to the theory we develop the hardware and software for new governors of IV hydraulic servo system and electrical control system .During the field testing, The new designed governor was installed in a hydro power station in Taiwan power company. After running test the function and performance of the governor met the demands as we expected before. Now the new governor is operating very well in plant.
