But It’s a huge damage to the firms because the experts’ resignation. In this research, it tries to stand on aspect of organization capabilities. The competences come from the management system that keeps the experience and knowledge in the organization. By using questionnaire and interview, the major findings are: “standardizing project development procedure、modulize and sharing knowledge” and experience have positive effect on the projects performance of firm. But “the incentive of learning skills” has not effect on the projects performance of firm. So the conclusions of this research are that the organization capabilities are the original source of competence. By using management system, the organization capabilities keep the knowledge in the organization or the firms like memory. To establish the organization capabilities is the way to keep long-term core competence from competitors.
