碩士 === 國立臺灣大學 === 政治學研究所 === 93 === This thesis, using the theories of offensive realism (O.R.) and defensive realism (D.R.), analyzes the interaction and development between national goals and military power. There are three interaction stages between national goals and military power in Taiwan since the end of WWII. The stages are: 1.the years from 1949 to 1992; 2.the years from 1993 to 1999; and 3.the years from 2000 to 2005. The study shows that the national goals tend to be offensive from year 1949 to 1978. From year 1979 to 1992 the national goals changed to defensive, and turned to offensive again from year 1993 to 1999. But from year 2000 to 2005 the national goals switched to offensive. On the other hand, the development of Taiwan military power constantly remains defensive from year 1949 to 2005. Cross examining the interaction between national goals and military power in Taiwan, this study finds obvious imbalance between national goals and military power since 1949, with the only exception during year 1988 to 1994. The study explores factors that condition the development of military power in Taiwan, including the American influence and international politics.
