The research instrument was questionnaires of teacher rating of instruction on teaching, academic reward and administration satisfaction and student rating of instruction on curriculum, teaching and administration satisfaction. The subjects of this study were teachers and students who were surveyed during the second semester of 2003 academic year. The data were analyzed by using statistic methods such as MEAN, standard deviation, independent t-test, Chi-square test and one-way ANOVA. The findings are as follows: 1. Teachers and students understand the purpose and use of teacher and student surveys of instruction. After applying teacher and student surveys of instruction, the teaching evaluation’s goal is not reached. 2. Teachers believe teachers and administrative unit think highly of teaching evaluation and students don’t. For different teacher’s age and degree background, there are significant differences among some questions regarding the negative effect of the teaching evaluation. 3. Students think positively on course selection for students and personnel appointment and removal. For different student’s gender, college and year in school, there are significant differences among some questions regarding the survey understanding, survey importance, positive effect, negative effect and application of the teaching evaluation. 4. For teachers and students, there are some differences among student survey of instruction. The main difference is on how to use the outcome of the survey. Teachers emphasize that the outcome of the survey should be used mainly for personal teaching improvement, and students would like to have the result open to the public and be used as course selection and personnel appointment and removal considerarion.
