The study was conducted through qualitative method, in which the researcher collected date through interviews, on-site observations, and historical files to carry out analysis. The conclusions were as listed as follows: 1. The local teacher’s organization was established because of the environmental democratization and the awakening for teacher’s autonomy. 2. The initial relationship between the local teacher’s organization and the education bureau was against each other, but later changed to collaboration. When conflict occurs, the local teacher’s organization favors teachers and their benefits. 3. There existed hierarchy between the local teacher’s organization and senior high schools and vocational schools, which can only be solved by modifying current law. 4. The interactions between the local teacher’s organization and junior high schools and elementary schools were infrequent. 5. The interaction between the local teacher’s organization and the national teacher organization was in high-quality. However; the national teacher’s organizations should usually assist the local teacher’s organization to operate activities and to solve problems. 6. The local teacher’s organization believed that it is inappropriate to abolish a teacher’s organization of a school unless that specific school is performing at a high degree of democracy. 7. The local teacher’s organization approved the existence of teacher’s organization but thought the functionalities and operations should be improved. 8. The challenges faced by the local teacher’s organization included the number of members and funding in-sufficient, teachers not enthusiastic in participating the organization, the director and cadre members overloaded with teaching; and the difficult in differentiation of benefits between members and non-members. 9.
