However, it was found that shopping became the largest expenses at the beginning of the policy implementation. This phenomenon is totally different from the proposed goal which is to promote the sightseeing. Citizen travel card is designed by the central government with a top-to-bottom approach. Based on the viewpoint of the policy-design structural logic from Schneider and Ingram, this research focuses on the discussion of the suitability and consistency of this policy. Furthermore, the policy is also inspected logically in a systematic and dynamic procedure. At the performance stage, the responsive evaluation process proposed by Guba and Lincoln was chosen. The target population includes government workers and contract stores. From bottom to top, the policy is evaluated from different situations and viewpoints, and the problems encountering during administration. The literature analysis, depth interview, and survey were used to check whether the policy implementation fulfills the need, preference, or value of stakeholders. According to the analytical result, recommendations are made and provided to related agencies, seeking a method to modify the policy. I. Major findings The CTC policy encourages government employees to take leave for traveling by subsidizing its expenses. At the beginning, government employees do not have the concept that the subsidy should be spent on the travel. Because of this misunderstanding, a citizen travel card is used as a “shopping card”. Many problems occurred due to this “goal displacement” phenomenon mentioned by Robert Merton. Since government encourages government employees to take leaves to travel. Therefore, there should not be so many restrictions for applying travel subsidy. Nearly half of the government employees thought that it is a heavy burden for them to combine the travel allowance with the policy’s functional goal. Could it just be to simply encourage the government employees to just take a leave to travel, not have too much restriction and responsibility? However, it is necessary to change the rules and the systems of CTC: get it back to the right track of relaxation by travel leave, in order to achieve the original policy goal of promoting tourism and economic growth. II. Policy suggestions (recommendations) 1. Suggest the related agencies to adopt marketing tactics and instruments effectively, through multi-participating, communicating and persuading approach to gain the support from the government employees, in order to stimulate and reach the goal of tourism and economic growth. 2. Suggest CTC policy is popularized to all citizens: issuing banks or traveling unions are the most suitable agencies to promote this policy. By the way, Government make its efforts in helping shorten the traveling time by integrating tourism resources, improving tourism facilities, and enhancing the capacity of mass transport network.
