碩士 === 國立臺北大學 === 公共行政暨政策學系 === 93 === In view of the growing diversification of the current society, public affairs have become more complicated to the public agencies. Hence, public servants usually needed to use their professionalism to execute policies or regulations. However, under the scenarios of conflicts among multiple interests, public servants would be exposed to extremely difficult ethical dilemma when confronting with ethical issues. In fact, there were a lot of research related to the cause of ethical dilemma and how to identify and how to resolve it, however there have not been any consensus being made. Nevertheless, the paper would like to help public servants to deal with ethical dilemma with correct attitude and methods by introducing and elaborating on ethical dilemma, so that the administrative capability of public servants could be enhanced. To clarify the contents of ethical dilemma, the analysis of documents of the paper mainly focused on articles of the local administrative ethics and ethical dilemma. Hence, the research methods of this paper still primarily employed the documents analysis. In relation to the contents, the paper has used personal views to analyze the following three parts: the causes, the types, and the resolving approaches of the ethical dilemma. For the causes, the main discussion lied with the multiple values and roles of public servants when confronting with ethical issues. For the types, the main discussion focused on conflicting responsibilities, roles, and interests with scenario analysis in order to understand the possible situation of ethical dilemma. Finally, for resolving approaches, the main discussion is composed of personal approach, organizational approach, and societal approach to realize the seriousness of ethical dilemma and deal with correct and calm attitude. After understanding the above, I have illustrated the findings of the research, and provided my personal recommendation of the insufficiency in order to help the subsequent research related to pubic servant ethical dilemma.
