If the government organization has nimble, flexible, and rapid capability of modulation, he can go with changes of environments and situations to produce unitive effects. At present, the installation of the administrative organization is restricted by compact regulations, and needs distinct principles and systems. Those can cause our national administrative organization to many current defects. We Urgently and earnestly hope to make use of contemporary managing elasticity, simplified and energetic correlation principles, and give distinct norms in facing all level department organizations installed and regulated. Organization Standard Law of the Central Government Agency has grown for these reasons. This essay aims directly at installation of standard regulations of the central administrative organization to proceed deeply research. Research methods, including literature analysis, interview analysis, and comparison analysis, are aimed at correlated Organization Standard Law of the Central Government Agency, scholarly doctrines and theories, also closely examined external environmental influence and interaction to probe appellation, functions, installation standard...etc, of the administrative organization. Finally, through the writer's drawing a conclusion to collect installation of standard regulations of the central administrative organization, Departments, Committees, and Independent Establishments, deliberating about installation situations of the central administrative organization from the U.S.A., the United Kingdom, and Japan, being in antithesis and review current organized system and skeletion of the Executive Yuan, and the amendatory project of organization rules of the Executive Yuan, commenting about advantageous and disadvantageous positions of the skeletion, the writer brings up an individual proposal and respectfully hopes the Executive Yuan can consult the proposal when rearranging organization framework and organization design. Ultimately four items brought up as a conclusion in the essay:1.After the establishment of the organization regulations and standard regulations and amending organization regulations of the Executive Yuan, the government can efficiently improve nine defects existed in the administrative organization. 2.The central administrative organization establishes institution standard. 3. Departments, Committees, and Independent Establishments organization shall be established institution standard. 4.The government organization about Departments, Committees can't be instituted classified alone after analyzing and compiling. Six items proposed also as follows:1.The current defects about Organization Standard Law of the Central Government Agency shall be amended rapidly. 2.Combine the Primitireman Committee with the Hakka Committee into an equal race one shall be done. 3. The mechanism that external scholars can make strategic decisions shall be established. 4. Utilizing the chance of the reformation, a framework, an equitable and efficient organized system can be had. 5. The Legislative Yuan shall pass through the Law for Staff Quota for Central Government Agency as soon as possible. 6. Our national constitutional government system to presidential government of authority and duty in one, or to ministry government of legislative authority and executive authority in one shall be adjusted.
