For governmental work, however, it’s more difficult to measure the results than any other private sectors. In addition, the social safety is getting worse in recent years, so our government has paid more attention in making new projects. Unfortunately, the project of the signal system for policing work has been criticized for the failure in many regards. This study focuses on the gap between the formal data and the practice, and it uses the following methods: focus-group interview, questionnaire survey, and in-depth interview to exam the performance of the police department. In chap 2, I discuss the theory of performance management and list some dysfunctions of performance management. I then discuss the roles and behavior of street-level bureaucrats. In chap 3, I analyze the performance management of our police department, and also introduce the case study. In chap 4, I describe the design of the study and the process of survey. In chap5, I try to capture the perspectives of street-level policemen by comparing the design and the result of the project of the signal system for policing work. This study attempts to understand what they felt as the project has been implemented. Additionally, I discuss the unexpected behaviors to give some explanations for the result. Finally, in chap 6, I conclude the research and make the following suggestions: 1. To understand the street-level bureaucrat’s perspectives 2.
