The concept of MFA is taking materials into account systematically. It is conducted by quantifying the material inputs and outputs, in tonnes, of their processes. The framework and database of material flow analysis in Taiwan have accomplished some preliminary analysis results. This study updated and modified the database, applied the input and output indicators of MFA to analysis resource productivity. Material requirement in Taiwan mostly depends on imports and continues growing recently. The emissions of pollutants are also increasing year by year. DMI of the MFA indicators estimates 398 million tonnes in the year 2003. Besides, DPO and DMO account for 295 million tonnes and 323 million tones respectively. The state of material flow in Taiwan is nearly one-way and few materials are recycled. Regarding the efficiency of material use, the extent of dematerialization is not obvious because the material of domestic extraction (DE) is instable. Comparing with EU-15, the efficiency of material use is the worst in Finland since natural resources is abundant and extracting on large scale. The MIPS in Taiwan decreases gradually in spite of the scarcity of natural resources. In addition, the IPAT method can decompose relative factors about material use and Environmental impact. Application to MFA and resource productivity indicators, we find the growing fortune is the main factor in material flows at present. In order to reduce environmental impact effectively, we will promote the efficiency of material use or resource productivity in our country and attend to the equilibrium of economic, social and environmental development further.
