Following this analysis, this study will also suggest future directions and possible developments. The researcher will discuss the concept of volunteer work, the concept and history of the use of volunteer work in the public sector, and the possible interactions between the volunteers and the public sector. The researcher will gather qualitative data via literature and in-depth interviews. After the analysis of gathered data, this study reveals that: 1. In the history of voluntary organizations in Taiwan, there have always been interactions between the public sector and the voluntary organizations. This intersection has transformed from the original Dual Model, to the collaborative model of “The Peaceful Society”, to the passing of the “Volunteer Service Act” as the government-dominant model. 2. The passing of the “Volunteer Service Act” forced the voluntary organizations to face the 「restraint of deciding by himself」and the「change of relying- relationship」, and therefore pushing the voluntary organizations into joining the public sector in a “qui-subordinated relationship”. 3. This “qui-subordinate relationship” conferred benefits and disadvantages to both the public sector and the voluntary organizations. However, the negative effects this “qui-subordinate relationship” still propagate dissatisfaction in the relationship between the two parties.
