The Children and Juvenile Welfare Act, Section 27., stated that publications which are seen to harmful to children and juveniles should be restricted and their sale to those under eighteen forbidden.. Therefore the Government Information Office[GIO] was empowered to enforce this law.. Although the Publication Classification Law is meant to protect Taiwanese youth from pornographic and violent publications in order to assure their moral and physical development, the classification standards are too vague and will likely abridge the freedom of speech and of the press that our Constitution protects. The main topic of this thesis is whether the new law is certificated to protect children and juveniles from pornographic and violent publications, and if it is also prohibiting the freedom of speech of adults.
