First of all, this research reviews some literatures and theories to support this point of study, such as regime theory, developmental state and planning theory. Secondly, it also surveys and analyzes the present circumstances of industrial land redevelopment in Taiwan and finds some serious problems out. At last, this research establishes a general framework about main participants’ functions and roles in the process of urban industrial district redevelopment. In this research, it reveals some subjects about present circumstances in the process of urban industrial district redevelopment as follow: (1)The account of cases of redevelopment under industry structure transformation does not increase a lot with that trend. (2)Laws and policies are not definite or flexible enough to reflect present circumstances. (3)Different departments of the government lack of clear definition of roles, functions, rights and duty. (4)There are a lot of difficulties and limitations for land owners to apply those cases of redevelopment and they are also hard to be applied by the government. (5)In the process of redevelopment, the urban planning committee always focuses on conditions about those cases without several definite and unaffected principles for every case. (6)Participants’ roles of the redevelopment process are not clear enough to let them know how to do or what to do. There are no fluent paths for those participants to communicate or interact with each other. Just because of these problems, the redevelopment process always spends too much time negotiating. In order to solve the above-mentioned problems about urban industrial district redevelopment, this research makes several suggestions to the administration and the academia. First of all, there should be some flexible standards and reward measures for different cases. Laws and polities should be raised to a higher level for use. Secondly, there should be a certain administration to handle everything about redevelopment. That leading administration will apply explicit directions to other participants and examine those systems and strategies to avoid difficult positions happened in practice. Moreover, this research considers that those participants’ roles and functions should be clearly defined, and therefore they can communicate and interact more often without impediments.
