Abstract
The purpose of this research is to comprehend the current conditions of and the relation between role understanding and work pressure concerning the general affairs personnel at the elementary school in Taipei County. According to the research result, substantial suggestions are raised for the reference of intensifying the working capacity of the general affairs personnel. This research employs questionnaires as the major methodology and interviews as support. The sampling objectives are limited to the general affairs personnel working at the public elementary schools in Taipei County. Stratified and cluster sampling are employed to conduct questionnaires on 728 general affairs personnel from 189 schools. There were 603 questionnaires returned, at a return rate of 82.8%. Deducting 7 invalid questionnaires, there were 597 valid questionnaires in total. The return rate of valid questionnaire was 82.01%.
The research tool used in this research is the “Questionnaire Concerning the Role Understanding and Work Pressure of the General Affairs Personnel at the Public Elementary Schools in Taipei County” compiled by the researcher. In addition to “personal information form,” “role understanding evaluation form” and “work pressure evaluation form” are employed in the empirical study. All the data obtained are input into the statistics software, for further processing. In this research, SPSS for Windows is used as a tool for statistical purposes in handling data analysis concerning the statistics methods of percentage, means, standard deviations, 1-Way ANCOVA analysis of variance, and Scheffe’ method (post-comparison method).
In this research, the conclusions are as follows:
1. The general affairs personnel in the elementary schools in Taipei County have a high sense of role understanding
2. The work pressure felt by the general affairs personnel at the elementary schools in Taipei County belongs to the lower intermediate degree
3. Concerning “overall role understanding,” there are significant differences in “gender, qualifications, tasks, assignment type, and school’s location”
4. Concerning “overall work pressure,” there are significant differences in “gender, qualifications, tasks, assignment type, and school’s location”
5. There is significant negative relations between the overall role understanding and work pressure concerning the general affairs personnel at elementary schools in Taipei County. There are significant negative relations between the four aspects in role understanding and the four aspects of work pressure.
6. Personal background of the general affairs personnel at the elementary schools in Taipei County possess significant ability to predict concerning role understanding and work pressure. Among them, the performances of the planners are the best.
According to the research results, suggestions are proposed as follows:
1. Suggestions to educational administration institutions:
(1)Consolidate the professionalism in teaching and the employment of full-time administrators, to enhance the professional competency in administrative affairs
(2)Enhance the counseling mechanism of the general affairs personnel to cultivate professional executives
(3)Amend the organization regulations of the elementary school to elevate the number of general affair personnel at schools with 24 classes or less
2. Suggestions to the principals of elementary schools:
(1)Flexible adjustment of works to be responsible for at different levels; consolidate fair rotation system.
(2)Maintain the atmosphere for being democratic and open; cultivate the school’s atmosphere in participant management
3. Suggestions to the general affairs personnel at elementary schools
(1)Sign up in related professional training actively to enhance professional know-how
(2)Skillful use of emotional management strategy, transforming pressure into forces actively
(3)Establish a good mutual support network to enhance the operation of the team and organization
4. Suggestions for future researchers:
(1)Further research on general affairs personnel with different variables concerning role understanding and the feeling of pressure
(2)Further research on the general affairs personnel’s feeling of pressure with the different variables of the scale of the schools
(3)Further research with the director of general affairs as the objective
