One needs to consider the nature of a port while dealing with its planning, construction and administration matters, in order to provide best benefits to economic development and welfare to people. Most of the ports only provide a single function so that their planning and administration measures can follow certain existing rules or regulations, and receive less inference from other sectors. But, the situations will become more complicated if those ports with different functions exist within the same harbor.
The Port of Su-Ao is located at the place, which provides advantage to develop itself into fishery, commercial and military ports independently. Under such a different organizations circumstance, it faces certain problems concerning how these ports can smoothly work together within the same harbor area. Since ports with different functions usually possess different organization structures, missions and cultures. These would often result in different concepts of administration, different measures to be adopted, different rules or regulations to be followed while dealing with their common businesses, such as pilotage, maritime accidents, etc. It is therefore necessary to work out better common practices or rules for those ports located in the same harbor in order to establish an advantageous partnership among them.
This study explores different functions, organizations, practices of those ports located in the same harbor. It aims to find out existing and potential difficulties in port operations and provide certain solutions, including operational and administrative coordination, the establishment of common regulations, port safety and security, port planning and development matters, as well as the right and the responsibility for any commercial or maritime events. The study also provides conclusions and suggestions for reference while dealing with relevant administration or legislation matters.
