Summary:碩士 === 國立臺灣師範大學 === 公民教育與活動領導學系在職進修碩士班 === 93 === During last decade or more the political party system of Taiwan has been shifting to more parties competing for the power from originally one large party monopolizes the government authority. This is rapid evolution in such a short time. Are there any important factors that make this drastic change? This study is intended to find out such significant factors and to understand in detail how do they associated with and affect political party system. After review of literature and preliminary investigation of the evolution processes we procured four most influential factors and also studied their relationships to the political party system. 1. Election System: In view of the relationship between the President election system and political party system it seemed that election system discourages the candidates motivation. Furthermore, method of election creates different system of political party. In this paper we discussed now the current popular president election system and central representatives elections have shaped Taiwan political party system, as well as made few suggestions for improvement. 2. Important Themes: Due to the peculiar historic background of our country the argument of to be united with or to be independent of China Mainland is still continued to be an controversy theme between political parties now as well as in the near future. As to the other obvious problem of Black-Gold (Mafia- Tycoons) that utilize margin of the laws conspire with privileged political party people to create a law breach triangle that not easy to convicted. It does not only bring negative influence to erode national government policies, economics and social progress but also breach the trust and support of the precinct and consequently loose votes. 3. Organization of Political Parties: This paper has reviewed the organizational change of the five main Taiwan political parties. If any party behind the tide of implementing democratic system in its party organization and instead stick to the traditional authoritarianism, it will not only obstacle to the nation’s development but also sooner or later will be selected out from the political society. Only those parties respond to the popular will to change to democratic organization can survive in the future competition and can be a winner. 4. Elite of the party: Sprit of elite leads to re-delineation of political geography. Quit often, an influential politician intend to seek for more power he uses “split” technique unhesitatingly so that to exclude those party members do not share the power with him and enjoy the power alone. Over and all, we understand definitely that not only a factor alone influence political parties structure or organization. Several factors and complex interactions between them have formed present Taiwan political party ecology system. In general speaking Taiwan’s democracy has not firmed by the last party rotation system. Instead, along with ecological evolution of political parties those hidden dangers have been floating up to the surface one by one; namely, danger to constitutional regime, lead to a political revolution movement, and subsequently ecology successions may occur to some political parties.
