Summary:碩士 === 國立臺南大學 === 教管所學校行政組(碩士班) === 93 === The purpose of this study was to investigate the cognition, degree of support and opinion of the faculty of Tainan city elementary school toward “school organization restructuring and human resource planning project of the elementary and middle school” promoted by Ministry of Education, and to compare their differences, further, to offer suggestions as a reference for the educational administrative authority and school administration. This study had methodologically adopted questionnaire survey and semi-structured interview. The adapted “Questionnaire for opinion of the school organization restructuring and human resource planning project of the elementary school” was used as the instrument. The subjects were the faculty of Tainan city elementary school. By using stratified random sampling method, 588 questionnaires were issued and 493 returned, of which, 424 were effective and the returning rate was 72.11%. The obtained data was analyzed by frequency distribution, percentage, t- test, and one-way ANOVA. The conclusion of this study was as the followings: 1. The cognition of the faculty of elementary school toward school organization restructuring project was relatively low. 2. The degree of support of the faculty of elementary school toward school organization restructuring project was medium to high. 3. For the opinion of the faculty of elementary school on “how to adjust the existing office and division administrative organization structure”, they gave the highest support to “combine the office of the dean of students and counseling room into office of student affairs” project. 4. Among the existing elementary administrative organization, the most urgent first three divisions to be taken by the school clerk in full time basis were: “cashier division”, “general affair division”, and “document division”. 5. The faculty of elementary school thought the major responsibility of the “assistant principal” was “the coordination and supervision of the different offices and divisions of the school”, while “teaching supervision, guidance for curriculum leadership and classroom management” was the next. 6. The comparison of differences for the cognition of the faculty of elementary school toward school organization restructuring project: 1) There was significant difference of cognition shown on different genders of the faculty of elementary school toward school organization restructuring project. The male faculty had higher degree of cognition. 2) There was significant difference of cognition shown on different ages of the faculty of elementary school toward school organization restructuring project. The older the faculty, the higher the degree of cognition. 3) There was significant difference of cognition shown on different positions of the faculty of elementary school toward school organization restructuring project. The principals were higher than chiefs , while the chiefs were higher than teachers/division head, head of class, clerks. 4) There was significant difference of cognition shown on different years of service of the faculty of elementary school toward school organization restructuring project. Those who had been working for more than 31 years had higher degree of cognition than those who had been working less than 10 years. 5) There was significant difference of cognition shown on different educational background of the faculty of elementary school toward school organization restructuring project. The faculty who earned master degree or above had higher degree of cognition than those who graduated from “teacher’s college” and “others”. 6) There was no significant difference of cognition shown on different school size and different school areas of the faculty of elementary school toward school organization restructuring project. 7. The comparison of differences on degree of support of the faculty of elementary school toward school organization restructuring project: 1) There was significant difference on degree of support shown on different genders of the faculty of elementary school toward school organization restructuring project. The male faculty had higher degree of support. 2) There was significant difference on degree of support shown on different ages of the faculty of elementary school toward school organization restructuring project. Those who were older than 51 years old had higher degree of support than those who were less than 30 years old and between 31 to 40 years old. 3) There was significant difference on degree of support shown on different positions of the faculty of elementary school toward school organization restructuring project. The principals were higher than chiefs, teachers/division head, nurse and clerks. 4) There was significant difference on degree of support shown on different years of service of the faculty of elementary school toward school organization restructuring project. Those who had been working for more than 31 years had higher degree of support than those who had been working less than 10 years. 5) There was significant difference on degree of support shown on different educational background of the faculty of elementary school toward school organization restructuring project. The faculty who earned master degree or above had higher degree of support than those who graduated from college and other institutions. 6) There was no significant difference of cognition shown on different school size and different school areas of the faculty of elementary school toward school organization restructuring project. 8. The opinion of the faculty of elementary school toward the school organization restructuring project: 1) For the opinion on the contents of the project: the supporters thought it should emphasize on reducing the non-teaching work of the teachers so as to upgrade the teaching quality; while the opponents thought the propaganda was relatively insufficient and they did not quite understand what was going on. 2) For the opinion on implementing the project: most faculty thought the progress was too slow, it should be better it is faster. 3) For the opinion on the resistance to implement such project: the upper level revised the law for renewal failed to meet the actual demand of the basic level. 4) For the opinion on the possibility to implement such project: most faculty considered if it can seek different opinions,deal with opposing opinion in advance, give reasonable explanation and relative compensation, further, to recruit sufficient financial source, then this project will be feasible. According to the above conclusions, some suggestions were offered as reference for the educational administrative authority and school administration.
