Summary: | 碩士 === 國立臺南大學 === 教育經營與管理研究所 === 93 === The purpose of this study is to examine the current teacher morale and explore the relevant factors which affect the teacher morale in Tainan elementary schools. The results of this investigation will provide concrete suggestions and tactics for government educational administrations, elementary school administrators, elementary school teachers and directions of future research.
The research data were collected from literary review analysis, questionnaire surveys and interviews. The samples were from 22 schools in Tainan City, 84 schools in Tainan County, a total of 1086 teachers in 106 public elementary schools. A self designed questionnaire, the Elementary School Teachers’ Service Condition Questionnaire, was the main research tool. The collected data were statistically analyzed by the Chinese Version of SPSS 10.0 software. Frequency distribution, percentiles, average, standard deviation, t-test and one-way ANOVA were used for data analysis.
According to the data analysis, the results of this study were as followed:
1. The overall teacher morale of Tainan were at upper-intermediate level: highest rated item was the “team work spirit”; lowest rated item was the “needs satisfaction”.
2. Teachers with the highest morale were from the group with over 20 years of services. However, for my school, teachers with 11-20 years of services have the highest morale.
3. Teachers who received teaching qualification from the teachers’ college and achieved a graduate level education had the best morale and performance.
4. Teachers with 6-20 year of part-time administrative experiences had the best morale and performance.
5. School scale and teacher morale were not related.
6. Teachers who were administrative members of the teachers’ union had noticeable higher morale than non-administrative members.
7. Teachers with the following characteristics had the lowest morale: less than 5 years of service, female, graduated from teachers’ college and no part-time administrative experiences.
8. Teachers with the following characteristics had the highest morale: more than 11 years of service, over 6 years of part-time administrative duties, male, graduated from teachers’ college and achieved graduate level education.
9. The top three factors which influenced teachers’ morale: principal’s leadership style, colleague relationship, parent-support.
10. The most effective tactic for increasing teacher morale is reduce teachers’ administrative responsibilities.
The results of this study provide the following concrete suggestions for government educational administrations, elementary school administrations, elementary school teachers and directions of future research:
1. Suggestions for Government Educational Administrations
(a) Reduce teachers’ administrative responsibilities which will allow teachers to devote more time and effort on teaching: strategies include specify responsibility for each government educational administration; reduce activities which can help to reduce the administrative responsibilities of teachers.
(b)Education is a long term plan which requires more governmental funding: decrease class size, implement small-class teaching and increase number of administrators in school.
(c)Suggestions for education policies formulation: acquire extensive opinions which should include opinions from teachers and form common consensus; enhance policy publicity and provide functional administrative support; the main objective is to allow effective implementation of the new policies.
2. Suggestions for School Administrations
(a)Establish positive relations between teachers and parents for increasing teachers’ morale: tactics include organize a parent-teacher conflict resolution unit; increase parent-teacher communication; provide channels for parent-teacher communication; specify responsibilities for parent volunteers.
(b)Provide care and support for increasing teachers’ morale: tactics include develop counseling and teaching support for new teachers; help teachers to plan their personal career according to years of services; use appropriate educational principle to provide care for young female teachers.
(c)Integrate policy publicity and conduct activities related to education: tactics include integrate policy publicity between school’s administrative departments; choose and conduct educational activities which are beneficial and meaningful; encourage participating members and provide sufficient administrative resources.
3. Suggestions for Teachers
(a)Acquire support and approval from parents which benefits the implementation of teaching activities: tactics include holding parent-teacher meetings, family visits, effective use of communication notebooks and telephone contacts.
(b)Possess concepts of life-long learning, participate in seminars and break through the confines of school: tactics include participation in further education and update one’s knowledge; take control of self and express own opinions adequately; be active instead of passive; understand new policies and trends of education.
